Actually, there are quite a lot of organisations that are enforcing this
particular 'rule' and it has been growing over the last couple of years.
That is why, when I was setting up firewalls for council departments, I also
had to permit the passage of auth packets. Originally it was just a number of
government departments and universities, but now others are doing it also.
Maybe just their way of trying to prevent spam mail.
