Yes it is, it's actually been frozen but there was an issue with the
distribution of security updates which has taken some time to sort out
(basically, the old system for stable (aka potato) was deemed no longer
suitable so either it's been hacked seriously, or it's been rewritten
from scratch: I don't know which).
Once that has been fixed then woody will be released. But it is already
frozen and utterly stable.
