My opinion (and the opinion of many others) is that we haven't seen the last
of this Bill. It'll sneak back in, but wont be as dramatic a headline in
future.

The education of the public still needs to go on - the government haven't
announced that they have changed their minds. In fact they are shelving the
proposal wholsesale for re-addressing in the future, so the situation in my
mind has not changed.
