On my Debian Box just typing pon will use a default config file called
'provider'. Which on mine box dosn't give a number to dial !!!
So I think it will just open the connection to the modem and sit there,
and time out eventually.

If you look in '/etc/ppp/peers' you should see both the 'providers' (or
default file) and the name you gave to your new config, (Freeserve or
freeserve).
  This config file also calls a chat script in '/etc/chatscripts' which
contains the phone number to ring.
