Thanks to those who answered.
I have got past the problem, but I still don't know
how or why.
From my working system, I typed 'chroot /mnt/mini/
pwconv'. This enables shadow passwords, right.
I could then log on to my mini system. When I put user
as root, it did not ask for a password. I then 'passwd
root' and changed the password, then 'pwunconv'. This
clears shadow passwords, and I get a some characters
in the /etc/passwd file for root.
I can then login using root and the password I set up.
I have found the PAM system administration guide, and
I suspect that an entry of 'nullok' is missing in
pam.d/login.
Can anyone point me anywhere else? I would like to
understand this. How is the root password set in an
instalation script?
