My understanding is that if the outgoing is that they don't care as long as
the ratio of downstream:upstream is greater than 6:1. Reversing that
sentence it might be understood that they /do/ care that is not the case.

Having said that; they don't really have the human resources to do much
other than collect monies these days do they. :-)

For those that know me, I can assure you that 128Kb serves *ALOT* of
web-pages. =-)
