Yes.

Unfortunately, due to the way in which this extension operates, you need
to either support it "everywhere" or not at all. The idea is that we get
to a certain point and then just turn it on for one and all :) So OK,
it's not quite like that and you can get away with just loads of routers
being happy with it and yada yada yada... :P

Personally, I believe ECN is just a nice little afterthought influenced
by others like the ATM camp. I'm also a little interested why anyone
bothered sticking it in IPv4 because surely by the time it is mass
supported we will hopefully have many more hosts on IPng - or maybe not.
